This is a cover of the song "Busy Flare", from the 1995 Genesis game, Ristar.
The song plays in the first level of the third world, Planet Scorch, also known as Planet Onaclove.
This song was originally composed by Tomoko Sasaki, who also composed music for some other Sega games,
such as the NiGHTS series.
This song is awesome, and so is Ristar; in fact, the entire game's soundtrack is awesome, and I recommend
that everyone listen to it.
The drum loop sample was ripped using Gens K-Mod.
I couldn't replicate the square wave "twinkle" effect in the song, so I had to do something of my own.
